Summary
Dogars is a Pokémon music meme consisting of the theme song for the Tachiwaki City (Virbank City in the English version) gym from Pokémon Black and White 2. In this Pokémon game, all Pokémon gyms besides the first one (which reuses the gym theme from Pokémon Black and White) have their own respective remix of the original Pokémon gym theme as their background music, with the Tachiwaki City gym sticking out to the point of becoming a meme.
The song, which is performed by the Poison-type Gym Leader, Homika (Roxie in the English version) and her band, which is also named "Dogars", play the classic Pokémon gym theme song while spelling out "Dogars" in Engrish. The song, quite obviously, is about Dogars which is the Japanese name of Koffing, that purple pollution-y Pokémon.

Inferior English Version
While most were expecting the dubbed song to be "K-O-F-F-I-NG. KOFFING!" in the English version of Black and White 2, the song that's played in Roxie's gym was instead changed to her saying "POKÉMON". To those who still cared about the meme, disappointments were had.

Origins
As stated above, the song comes from Homika's gym which is autoplayed on loop when entering the Tachiwaki City gym. Homika herself is a musician, being a bass playing loli and lead singer of her band, therefore it only makes sense for her to play music at her gym, which doubles as a music club. To no surprise, Homika's first and likely favorite Pokémon is Koffing, as evidenced by the song, her band's name and the fact that there's a picture of Koffing mounted on the back wall of her gym.
Current status
While it has been mostly enjoyed at 4chan's Pokémon board, /vp/, most /tr/ainers quickly grew bored of this meme. Although meme-spouting Pokemon fans much like the idiotic Dragonball Z fans that continue to spam Over 9000, the ones that are rightfully rejected by /vp/, continue to keep it alive by spamming it across YouTube comments and Tumblr.

- This marks the first time a voice over from a character in the game is used in any main series Pokémon game
- Dogars is the first meme that emerged from B/W2, and hopefully the last
- The Tachiwaki City gym is the first gym in the game that has its own respective remix
