Summary
Just As Planned, sometimes used as the romanization of the original Japanese Keikaku Doori, was originally a reaction image taken from the anime Death Note depicting the character Light Yagami with a triumphant smirk on his face; triumphant because things have turned out exactly as he has hoped for.
Since the original, there have been a few variations on the image. The most common of these is a picture of a young girl with a devious expression in the foreground, with the background comprised of a burning building.
These images are used when imageboard posters want to convey that a thread is going exactly in the direction they had intended.
Origins
The screencap is taken from Death Note's 24th episode, entitled "Revival". The episode aired originally on March 27th, 2007.
Current status
Still used on the occasion where someone decides it is appropriate, especially on imageboards like 4chan.
