A microblog is a type of blog which has very short updates. Twitter is one form of microblogging service. In China "weibo" is the word for microblogging, so the various microblogging programs in China are "Weibo"s. However, when a Chinese person says "Weibo" it's usually Sina Weibo.
Common usage
"Microblog" is a technical usage by people referring to a type of blog.
