Summary
Newgrounds is an American website for hosting Flash files, which include movies, games, and other interactive content. People can comment and rate these flashes, usually on a scale of 1 or 10, as well as talking to each other on the forums.
Several Flash artist and Flash series got their start on Newgrounds, such as Legendary Frog, Waterman Studios, the All Your Base Are Belong To Us meme, Salad Fingers, Alien Hominid, The Cloak Crew, Ergorapter and his kin, Numa Numa, and even Foamy the Squirrel. If you've been around the internet, then no doubt you have seen at least one of these videos.
Origins
Tom Fulp started the site on July 6, 1995, an ancient and unfathomable time on the internet that predates the existence of 4chan or Youtube; the kind of time that most denizens cannot imagine. During this time, Newgrounds arguably became one of the earliest form of trolling, if not the creater of trolling, though that's pushing it.
The site truly got it's fame during the late 90's when Fulp began posting Telebubby Funland (NSFW) and the Assassin series which began drawing people to the site. While the flashes Fulp made then were simply stupid and "offensive" by today standards, this was a revolutionary back in the day as the internet did not see anything quite like it back then, and formed the foundation of modern trolling. True fame came after the Columbine attack though, when Fulp made a flash game called Pico's School with the sole purpose of being extremely offensive. This was arguably (though only argued by trolls) the high point of the site and officially became known through out the tubes of the internet.
Current status
Still alive and still having people producing Flash for the website, but having become more Youtub-esque and now sporting a forum. The forum is essentially what you would get if Youtube had a forum, which is to say high levels of stupidity, fanboy-ism, and fetishism congregated in one place that vote for video game parodies over actual content. In such a case, the community becomes a Chimera-like version of DeviantART, but having far more actual content that DA. It's often why the better Flash artist are considered miles above the Newgrounds community.
Most of the older userbase have opted (or will as they grow older) for 4chan, due to a "HORRIBLE REDESIGN AND THEY EVEN SHOW ADS ON THE SITE NOW!", or just simply becoming "mature" in a sense.
