The ROFLCOPTER is both a whacky way for people to "roll on the floor laughing" while not really moving from their chairs, and a new form of flight.
Common usage
Though it cannot be confirmed exactly where the meme started it is now commonly used anywhere and everywhere on the internet. A recent Annoying Orange episode featured the ROFLCOPTER.
Origins
There are conflicting accounts of where the ROFLCOPTER meme originated and it is possible it was created by more than one person or organization. Websites such as Fark and Something Awful have claimed it in the past but have not as yet been able to prove their claims.
One theory proposes that the ROFLCOPTER was created by a Blizzard moderator on the Warcraft III forum as a play on words as there is a unit in that game called the gyrocopter. It was then spread by members of that forum wishing to suck up to the moderator and applaud his hilarity.
Another popular theory is that it started when a Counter-Strike map included a helicopter with ROFL written on the side.
Sound
The sound "Soi Soi Soi" is attributed to the ROFLCOPTER due to a Microsoft Sam glitch that makes the program read the words in a way that, when sped up, sounds like a helicopter.
