Rules 1 and 2 are a part of the rules of the internet meme. They simply aim to keep new people out of /b/.
The August Exception

99% of btards do not agree with this idea, but many people repeat it regardless. It is possible that most believers are merely trolls.
Origins
Rules 1 and 2 originally came from the 1999 film Fight Club. In this film, people are told to not talk about their fight club. No one pays attention to this rule, and the fight club grows to hold hundreds of people. Some people have elected to take this 4chan rule seriously, but the majority obviously does not as /b/ keeps getting new people.
Current status
Still often invoked during raids and whenever someone mentions /b/ irl.
Facts
- It's quite a redundant rule as a) by now most people who know about the internet know about /b/ and b) nobody cares
