The commercial is appreciated for many reasons:

  1. The retro, mid-90's look and sounds, especially the hair.
  2. The connotation that that video game design is done with video game controllers.
  3. The professional acting and technical jargon.


Origins

Westwood College released the commercial for their online game testing/design program in the mid-2000's, though it may have been made years earlier. A WHOIS of westwoodonline.edu (the address that appears in the commercial) shows the domain was registered in 2003.

Alta Colleges, Inc., the parent company of Westwood College, was angry about all the free publicity its commercial was receiving around the internet. This is suggested by the copyright claims they filed to take the commercial off YouTube.

Thankfully, there are copies elsewhere.
