It's used as a disruptor when another user is attempting to make a funny or clever series of images.
Origins
C-C-C COMBO BREAKER originated on the game Killer Instinct where it was a move to interrupt the other players combo. It got picked up on 4chan as a way to interrupt other posters threads when they tried to make a long string of posts.
Current status
C-C-C COMBO BREAKER is still used on 4chan but it has slowly begun to spread elsewhere. Generally, however, the wider internet ignores this annoying meme.
