Summary
Cereal Guy is one of the most used reaction faces. He is often used to say "what the hell", "listen to me" or "that was so dumbfounding I stopped eating cereal midbite just to reply to it".
Origins
Cereal Guy originated in the very first Lego Robot Comic. In this comic, a protagonist is shown arguing with his girlfriend in a serious context. The drama is ruined halfway through when he starts discussing Reese's Puffs, climbs through the phone, and goes crazy over his candy cereal. The reaction image comes from the first frame of this comic.

While that comic is from at least 2007, someone didn't crop out the first frame until 2009. It has become popular since then.
Current status
Cereal Guy has been given a couple of facelifts, resulting in a cleaner, clearer and higher definition image. This image and the original seem to be used in equal proportions. He makes in an appearance in many reaction image heavy threads.
There is also a version of the image with a bubblepipe, suggesting appreciation for a thread. Finally, there is a version with Cereal Guy as a ninja, using the misnamed filename "guy_holding_a_bowl_of_cereal_wearing_a_backpack_doing_a_roundhouse_kick.jpg". This variation has not caught on.
