Well, it's a cute kitty in front of a plate of spaghetti.
Origins
During an episode of The Morning Show with Mike and Juliet, a guest discussed driving under the influence of alcohol and binge drinking. Suddenly the camera cut to a cat sitting in front of a plate of spaghetti, and then cut back to the guest. In 2008 the cat was featured on "The Soup" - As a result people made fan sites and video remixes.
